Display of floating point values

The Digital Panel Meter component has controls to format Floats to get them to display correctly.  It would be useful to incorporate the same controls into any component that can display a value.

Archie:
This is in most controls such as the BasicLabel by using the NumericFormat and ScaleFactor properties
