Is VS 2013 Community recommended over VS 2015?

I have been starting to recommend 2013 until Microsoft fixes the bug that causes the drivers not to show up in the Toolbox in 2015. In the latest version, I put in a patch that makes it work for me in VS2015, but I am hearing the patch doesn't work the same for everyone.

What was the patch? In 399e or?

There is a hidden component on MainForm. It seems that once you add a driver/component to the form, the rest of the drivers will then show up in the Toolbox. So I made a dummy driver and put it on the form. This works every time for me.
